The Graduate School (SPs) of Universitas Negeri Yogyakarta (UNY) welcomed representatives from the Indonesian Literacy Motivator Teachers Association (AGuMLI) Headquarters during a Human Resource Capacity Building Workshop held on Tuesday, June 16, 2026, at the 3rd Floor Hall of the Sugeng Mardiyono Building. The workshop served as a strategic forum to explore collaborative initiatives in strengthening national literacy, enhancing educational human resource capacity, and promoting research- and technology-based educational innovation.

The event was attended by the Director of the Graduate School, Prof. Dr. Siswantoyo, M.Kes., AIFO., the deputy directors, coordinators of all study programmes within the Graduate School, and representatives of AGuMLI Headquarters. The meeting began with institutional presentations from both organisations to identify potential areas of long-term collaboration. During the session, AGuMLI introduced its mission of promoting a national literacy culture and highlighted the support of prominent Indonesian education leaders, including Prof. dr. Fasli Jalal, Ph.D., former Vice Minister of National Education (2010–2011), who currently serves as a member of the organisation’s Advisory Board.

The discussion then focused on one of Indonesia’s most pressing educational challenges—the development of literacy. Participants emphasised the need for comprehensive strategies to improve literacy outcomes across the country. One of the key proposals emerging from the forum was the development of an Indonesian Literacy Index, envisioned as a comprehensive instrument for mapping literacy conditions nationwide and providing evidence-based support for more targeted educational policies.

The Graduate School further highlighted that strengthening literacy should begin with identifying the underlying factors contributing to low literacy achievement across educational sectors. Building on this perspective, both institutions discussed the possibility of developing collaborative research proposals as an initial step toward establishing sustainable programmes aimed at improving literacy outcomes through systematic and measurable approaches.

The meeting also explored opportunities to enhance teachers' professional capacity through various initiatives, including training programmes, technical workshops, and Literacy Motivator Teacher courses designed for educators at all educational levels, from early childhood education to secondary schools. These programmes are expected not only to strengthen pedagogical competencies but also to foster a stronger literacy culture throughout Indonesia's education system.

As part of its commitment to educational human resource development, the Graduate School also introduced opportunities for continuing education through its RPL scheme and PJJ programmes. These flexible study pathways are expected to provide educators and education practitioners across Indonesia with greater access to advanced academic qualifications without compromising educational quality.

The discussion also highlighted the academic contributions of various study programmes within the Graduate School. The Educational Research and Evaluation programme emphasised the importance of strengthening educational assessment to better identify literacy and numeracy challenges, while the Technology and Vocational Education programme presented innovative approaches, including deep learning, e-learning platforms, and digital learning models designed to create more authentic and contextual learning experiences.

Another important topic was the development of adaptive assessment systems capable of accommodating diverse learner characteristics. Participants discussed the importance of designing assessment instruments that can adjust to students’ individual learning needs, thereby supporting more effective learning processes while providing more accurate evaluations of student achievement. This approach was recognised as an essential component in building an education system that is responsive to technological advancement and future educational demands.

The workshop was conducted in a productive, interactive, and enthusiastic atmosphere, reflecting the shared commitment of the Graduate School and AGuMLI to advancing educational transformation in Indonesia. The meeting opened opportunities for sustainable collaboration expected to generate meaningful contributions to strengthening literacy culture, enhancing educational human resources, and developing innovative educational practices with broad national impact.

Through this initiative, the Graduate School of UNY once again reaffirmed its commitment to building strategic partnerships with national organisations in promoting relevant, adaptive, and impactful educational innovation that contributes to the continuous improvement of education in Indonesia.
