SPs UNY and PPSDMAP Reconvene to Advance Civil Servant Scholarship and Competency Development

The Graduate School of Universitas Negeri Yogyakarta (SPs UNY) welcomed a delegation from the Center for Human Resource Development of Government Apparatus (PPSDMAP) on Friday, 6 March 2026. The visit aimed to discuss follow-up measures on an existing cooperation agreement, particularly concerning the development of civil servant (ASN) competencies through education scholarship programs.

The PPSDMAP delegation comprised Ibnu Romadhona, S.T., M.Sc., Head of the ASN Competency Development Planning Division; Wahid Mahmudi, S.E., MS.ASM., Head of the ASN Competency Development Program Team; and two Policy Technical Analysts, Cinthya M. Agustina and Hilmi Wiko F.

Representing SPs UNY were the Director, the Deputy Director for Academic Affairs, Student Affairs, Research, and Cooperation (AKRDK), the Deputy Director for Planning, General Affairs, and Finance (PUK), and the Coordinator of the International Affairs and Cooperation Unit (UUIK) along with the team.

The Director of SPs UNY, Prof. Dr. Siswantoyo, M.Kes., AIFO., opened the session with a warm welcome to the PPSDMAP delegation and introduced the SPs UNY leadership in attendance. He expressed his hope that the visit would not only strengthen institutional ties but also generate meaningful outcomes for future collaboration.

"We hope this visit will bring broader benefits, particularly in advancing the competency development of government apparatus through graduate-level education at SPs UNY," he remarked.

Ibnu Romadhona, Head of the ASN Competency Development Planning Division at PPSDMAP, expressed appreciation for the warm reception from SPs UNY. He noted that the visit was a direct follow-up to the previously signed Memorandum of Understanding (MoU) between PPSDMAP and UNY, and outlined plans to develop a pilot degree scholarship program designed to enhance the competency and capacity of government employees through higher education in partnership with universities.

He further emphasized that each stage of cooperation with partner universities must be underpinned by a formal cooperation agreement — serving as a binding derivative of the overarching MoU — to ensure that collaborative commitments are properly structured and accountable.

This meeting marked an important step in exploring further collaboration between PPSDMAP and SPs UNY, particularly in delivering education programs for government employees that are responsive to the evolving competency needs of the civil service.

Through this partnership, it is hoped that a robust human resource development program will emerge — one that not only enhances the individual capacity of government employees, but also contributes to improving the quality of public governance in Indonesia.
